AIA Kansas City’s Position on Plaza Highwoods Building

This summer has seen a storm of controversy surrounding a new building to be developed and built by Highwoods Corporation, and occupied by the law firm of Polsinelli Shughart, PC. The proposed building not only marks a potentially significant new structure in Kansas City, but its design will also have a prominent impact on one of Kansas City’s great treasures – the Country Club Plaza.

Missouri Regulation Change

The following proposed Rule change was published in the Missouri Register on September 1, 2010.
The Licensing Board wants to reduce the fee to renew individual licenses from $60 to $35, since they currently collect more revenue than they spend.
Anyone wishing to comment has to do so within 30 days after publication in the Missouri Register.

Division 2030—Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Landscape Architects

Chapter 6—Fees
PROPOSED AMENDMENT
20 CSR 2030-6.015 Application, Renewal, Reinstatement, Relicensure, and Miscellaneous Fees. The board is proposing to amend the title and subsection (1)(M).

PURPOSE: The board is statutorily obligated to enforce and administer the provisions of section 327.081, RSMo. Fees collected by the board should be set at a level sufficient, but not excessive, to cover the cost and expense to the board for administering the provisions of Chapter 327, RSMo. Therefore, the board is proposing to decrease the individual renewal fee for the 2011 fiscal year.

(1) The following fees are established by the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Landscape Architects:

(M) Individual Renewal Fee $6035

AUTHORITY: section 327.041, RSMo Supp. [2007] 2009. This rule originally filed as 4 CSR 30-6.015. Emergency rule filed Aug. 12, 1981, effective Aug. 22, 1981, expired Dec. 10, 1981. Original rule filed Aug. 12, 1981, effective Nov. 12, 1981. For intervening history, please consult the Code of State Regulations. Emergency amendment filed July 20, 2010, effective July 30, 2010, expires Feb. 24, 2011.

PUBLIC COST: This proposed amendment will decrease revenue for the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Landscape Architects by approximately five hundred sixty-nine thousand two hundred dollars ($569,200) biennially for the life of the rule. It is anticipated that the
costs will recur for the life of the rule, may vary with inflation, and are expected to increase at the rate projected by the Legislative Oversight Committee.
